Thank you for the Fav! If you want to get that cartoony look you need adobe. I use 5.0 I'm not sure if other versions have what u need or not but you can check. What you do is go to filters, then artistic, then go to cutout. There'll be 3 bars one says number of levels, one says edge simplicity, and the last one says edge fidelity. Put number of layers to the maximum, edge simplicity to the minimum, and edge fidelity to the maximum. That's how it's done, Okay? If you got more questions ask me later or send a message. Love you!
